The problem with the original IS PI Scalper EA is that it doesn't like weak markets. I solved this problem and simply started to adapt to market volatility. If there is more volatility, the EA sees it and increases the parameters, and vice versa, if there is low volatility, it decreases the values.

i have a similiar ea, opens pending orders at the upper and lower end of the last candles wicks, and that strategy looks profitable, comes in waves of massive win and massive loss, but i reckon with that guys expertise may be more refined the strategy
